Measures to Protect Fishing Workers: Ending Human Trafficking through Sustainable Solutions

This study concludes that policies and measures for protecting labor rights in Thailand’s marine fishery industry remain inconsistent, fragmented, and insufficiently effective. Differences in policy implementation across government administrations have created gaps in protection, leaving fishery workers vulnerable to exploitation, unfair treatment, and human trafficking risks. To address these challenges, the government should establish clear, specific, and practical measures that directly protect fishery labor rights. Cooperation among government agencies, relevant organizations, employers, and civil society is essential to ensure effective enforcement. Most importantly, fishery workers must receive equal rights, fair treatment, and full legal protection without discrimination, especially migrant workers and vulnerable groups in the fishing sector.
