Introduction
The Division of Legal Affairs, Office of the President, Walailak University, is the unit responsible for legal matters of the University. Its primary mission is to serve as the central legal authority of the University. The Division’s core responsibilities are structured into five main functional areas as follows:
1. General Administration and Administrative Affairs
2. Contracts and Legal Instruments
3. Investigation Affairs
4. Litigation Affairs
5. Legal Affairs of the Medical Center
Core Mission
The Division of Legal Affairs serves as the University’s central legal service unit, providing comprehensive legal services in relation to all types of legal instruments and contracts. These include, but are not limited to, procurement contracts in accordance with the University’s procurement system, scholarship agreements, research contracts, and academic service agreements. The Division is also responsible for the preparation and review of memoranda of understanding and cooperation agreements with private, governmental, and international organizations, as well as public–private partnership and joint investment agreements.

Contracts and Legal Instruments
• Draft and manage all types of contracts
• MOUs with private, public, or international organizations, including public–private joint ventures
• Legal advice, review, analysis, and opinions on civil and administrative contracts
• Debt monitoring and collection related to contracts
• Improve and develop university rules, regulations, and announcements within scope
• Develop legal database for academic services domestically and internationally
• Legal education and training
• Promote compliance and prevent legal violations
• Legal support for the University Legal Advisory Committee
• Legal support for the Appeals and Grievances Committee Secretariat
• Intellectual property protection for university resources
• General legal advisory services
Investigation
• All types of inquiries and fact-finding (procurement, state officer tort liability, HR system issues, student discipline, staff discipline and ethics, and general fact-finding as assigned)
• Improve and develop university rules, regulations, and announcements within scope
• Develop legal databases for academic services domestically and internationally
• Legal education and training
• Promote compliance and prevent legal violations
• Legal support for the University Legal Advisory Committee
• Legal support for the Appeals and Grievances Committee Secretariat
• General legal advisory services
Litigation
• Conduct lawsuits and defend cases: administrative, civil, criminal, anti-corruption, bankruptcy, intellectual property and international trade, and other disputes
• Improve and develop university rules, regulations, and announcements within scope
• Develop legal databases for academic services domestically and internationally
• Legal education and training
• Promote compliance and prevent legal violations
• Legal support for the University Legal Advisory Committee
