Public procurement conducted pursuant to Clause 79, Paragraph Two, of the Ministry of Finance Regulation on Public Procurement and Public Supplies Administration, B.E. 2560 (2017), constitutes an exception to the conduct of procurement by the specific method under the meaning of Clause 79, Paragraph One, of the said Regulation, which requires the application of principles of legal interpretation for determination and must necessarily be interpreted strictly.
